I venture, therefore, to suggest that no
opportunity should be lost of extracting from the Chinese Govern-
-ment a binding agreement to make the connection, without which the
enormous expenditure incurred by this Colony in building the British Section of the Canton-Kowloon Railway and especially in
the Reclamation and acquisition of land for the terminal station
and for accommodation for a very large prospective goods traffic will be absolutely thrown away.
